Folds ui/base/ime/BUILD.gn into ui/base (to fix circular dependencies)

Folds ui/base/ime/BUILD.gn into ui/base

Which is what we do on the gyp side too. Going this route rather than a different BUILD.gn as there aren't a lot of files and we don't have separate components on the gyp side.

Can you fix the CL description to say why we don't want this split (the include
circular dependencies)?
