Since commit happens before rasterization + activation, maybe call this
CanCommitAndActivateBeforeDeadline.

Activate is more general and includes rasterization + texture upload time.

Also note that, although the feature is called impl-side-painting, I think most
of the code refers to rasterization rather than painting.
