Stabilize PPB_View.GetScrollOffset

The dev marker is removed, making this a stable pepper API.

Don't you also need to move it from interfaces_public_dev_channel.h to
interfaces_public_stable.h?

Also, if your e-mail about this only went to pepper-team, please send out
something similar to pepper-dev.

I don't think so - that's the old ViewDev interface which we want to get rid of.
This interface is already stable. teravest@ could confirm :)

There's no entry for a version of PPB_View in
ppapi/thunk/interfaces_ppb_public_dev_channel.h, so there's nothing to
change.

The line that declares PPB_View_1_2 was already in
ppapi/thunk/interfaces_ppb_public_stable.h-- I wish the interfaces_*
files were generated instead of being written by hand, but I don't
know that it's enough of a priority to bother with.

Oh, oops. I'm glad we decided it didn't need to change ;-)

Agree with Justin, it's probably not worth the effort to auto-generate those at
this stage. But let's all be careful with dev-channel APIs in reviews. (I missed
this one on review :( )
