Ben, could you take a look at this change?

After this change and another (https://codereview.chromium.org/540273002/) get
landed, app.window.create will be usable on app_shell.

What about the currentWindow stuff? This makes the app.window stuff work.

Also there should be some permissions move over as well.

I just noticed the next change is for current window api. So that's all good,
but I think this change should also move the permissions for app.window.
