It breaks X509CertificateTest.SHA256FingerprintsCorrectly on Vista.

Is there a link to a trybot failure of this test?
I'll note that the failing test is a new test - and passes on all trybots I
could find.  I'll be happy to investigate the Vista-specific failure if there's
a way for me to run this test on Vista (i.e. a trybot)
