Support StreamCopyOrMoveImpl in sandbox.

Support StreamCopyOrMoveImpl in sandbox.

StreamCopyOrMoveImpl has some issue.
* Return infelicity error code.
* Don't notify to observer.
This issue is fixed in Issue 522543002 so we can support it in sandbox.
