Mark libjpeg-turbo's license as OK for android.

The custom BSD style license is compatible with Android's license
requirements; mark it as such so that it can be merged to Android.

Hi Danny,

We already marked third_party/libjpeg as having an Android-compatible license;
is it okay to do the same for libjpeg-turbo? The licenses look BSD-like.
