Disable low res tilings on desktop.

Stop creating low res tilings in the compositor on non-Android platforms.
The command line flags still exist to override this behaviour.

Android will continue to use low res tilings by default.

I updated the CL to only disable low res on !ANDROID. Will look at disabling on
high-end android devices in another CL.

I removed the bool from RenderThreadImpl because we want the command line flag
to be able to override the decisions made in RenderWidgetCompositor. The
alternative was exposing both the enabled and disabled command line flags as
bools on RenderThreadImpl which didn't seem like a huge win.

the default on non-android and leaves android alone, right?
