Remove deps.py from webkitpy.

Remove deps.py from webkitpy.

deps.py was used before the Blink fork. We don't need this anymore
and also the code that was using it was already removed long ago.

lgtm. I think there are a few other files that are no longer used and can be
removed. I removed some of them a week or two ago, but there's probably a couple
other stragglers.
