Note: This CL puts the grit header in chrome/app/theme/grit/ instead of simply
chrome/grit, since tfarina is converting everything else to work that way. I'll
eventually get around to converting the existing chrome/grit entries to
chrome/$foo/grit.

The reason for reverting is: Linux_x64 says: ninja: error:
'gen/chrome/chrome_unscaled_resources.pak', needed by
'gen/repack/resources.pak', missing and no known rule to make it.
