Remove variation_ids.h file.

Remove variation_ids.h file.

Experiments reservation mechanism moved to server-side therefore variation_ids.h is removed as it is not necessary anymore.

Please file a crbug.com to track this work - don't refer to internal bugs with
BUG= on Chromium CLs.

Also, can you make the CL description a bit more informative? e.g. mention that
we moved the reservation mechanism server-side.

First line of CL description should be shorter.

Usually, the convention I follow is to make the first line describe what the
change does and then below it have an explanation for why it's doing this.

So in this case, the description could be "Remove variations_ids.h file." and
then in a separate sentence below you could mention that this reservation
mechanism moved to server-side.
