Here's another quick docserver fix relating to changes made in
https://codereview.chromium.org/487533005. This ref:
https://code.google.com/p/chromium/codesearch#chromium/src/chrome/common/exte...

doesn't resolve properly without the entry in _api_features.json that I added.
