Use qualified path for three more grit headers from ui.

They are:
- app_locale_settings.h
- ui_unscaled_resources.h
- webui_resources.h

The code change lgtm, but ui/strings/ui_strings.gyp no longer should need
grit_target.gypi now. ui/resources/ui_resources.gyp either. And the
corresponding .gn files can now use use_qualified_include = true for these
grit() calls.
