So what's the plan for these tests? It's weird that the test source files live
in src/chrome but the code they are testing lives in src/components.

I suggest doing something like we do for src/extensions unit tests. Move this
file into src/components along with the code under test, fix
src/components/web_cache/DEPS to allow src/chrome dependencies just test files,
then compile and run the tests as part of Chrome's browser_tests suite. Then
leave a comment and file a bug to track refactoring the tests so they can run in
components_browsertests.
