Move tools/usb_gadget.gyp to tools/usb_gadget/usb_gadget.gyp.

Move tools/usb_gadget.gyp to tools/usb_gadget/usb_gadget.gyp.

This placement more closely matches the GN layout.

git sometimes is weird. Could you tweak the similarity passed so it finds that
is just a rename/move? Not whole new file? I would not want to mess with the
blame/log of this file.
