Fix safely-roll-deps.py to use single quotes.

Fix safely-roll-deps.py to use single quotes.

The regexp were using single quotes but the DEPS files is
using single quotes. With this CL, the DEPS file is correctly
parsed and updated.

Otherwise the script doesn't work. With that fix, it is possible to roll Blink
manually with:
# tools/safely-roll-deps.py blink <sha1>

Lets land this so we can delete the blink specific tool and update the gardening
documentation. I guess using depot_tools/roll-dep can be done as a next step.
