I was actually looking at this particular problem recently since I noticed the
Android GN bots went red in
http://build.chromium.org/p/chromium.webrtc.fyi/waterfall due to my
https://code.google.com/p/webrtc/source/detail?r=6999, where the compile error
seemed to be caused by exactly this define being missing.

I'm scared by the complexity of our webrtc/base, it really messy to keep the GN
files up to date with the ton of conditions we have in GYP.
I just finished a new CL that updates the webrtc/base/BUILD.gn to be up to date:

drive-by review: For the future, this should really be cleaned up and using the
webrtc:common_config and/or webrtc:common_inherited_config instead. Those config
targets sets the same defines as our common.gypi, as closely matching as
possible.
