Make the password manager python tests a module

Make the password manager python tests a module.
Add __init__.py file to the password manager python tests to
make it a module so that it could be imported from python
files in the parent folder.

But before you land, could you please re-upload this using
git cl upload --similarity=100
?

This will make sure that the new file is not by mistake recognised as a fork of
some other one (as it is now), leading to a confusing commit history.

I did git cl upload --similarity=100.
A new patch was created but the new file is still  recognized as a fork of
some other one.
I even tried git cl upload --similarity=0, but didn't work (i removed the patch
set after that)
Could you tell me please what should i do?

Thanks for trying, Riadh.

Never mind then, just land this one. You can file a bug with label Build-Tools
for the failing similarity tuning if you like to.
