These are manual fixups for the cases the automated conversion tool skipped.
I've converted methods that just save a raw pointer arg into a scoped_refptr to
take a const scoped_refptr<T>& instead, to provide a hint to callers that those
methods take a ref to the argument.

I'm no longer on the Chrome team, so you're more likely to get quick responses
from other reviewers.

I seem to recall discussing this change at some point and thinking it was safe.
