Lets remove this and make sure that we can mark domains in protocol.json as
"browser" and have no definitions for them here.

Although this handler doesn't have commands, it should be used to send events
from Inspector domain.

The idea is to move handler creation to the RenderViewDevToolsAgentHost for
greater flexibility, and only add handler files with actual implementation.
