Increase maxBeaconTransmission default to 64k bytes.

The implementation should impose an upper bound on the amount of
per-document data that sendBeacon() is allowed to transmit.

Increase the default setting to a larger 64k (was: 16k), taking feedback from
some Google internal projects into account.

Please take a look.

No science involved here; do want to disallow unrestricted seandBeacon() usage,
but don't want to unnecessarily prevent legitimate beacon transmissions either.
Spec provides no concrete guidance on what to use.

Will revisit should there be signals (user feedback, use counters) that we're
off target still.
