Video capture frame size: separate coded size and visible size.

Alpha: PTAL. I've added plumbing in the capture pipeline to forward the visible
rect to renderer process.

Note that this CL reverts the Chrome OS specific workaround and relands the
original patch (crrev.com/288565). I have verified that renderer gets separate
coded and visible sizes. For example 1366x768 desktop capture has coded size of
1376x768 and natural size of 1366x768.

In cast_rtp_stream.cc OnVideoFrame we're already checking natural size so
there's no failure. But please test this on Linux or Mac to make sure there's no
breakage. Thanks!
