Reenable data URL layout tests which were temporarily skipped until Chromium side change gets landed

- Enables the temporarily skipped tests
- Change the blob test case to expect failure. This is because it turned
  out that we cannot use the optimization for data URL loading when XHR
  is set to load data as Blob.
- Delete the unnecessary expectation file

updated to have the expectations for the new code.

I'll make sure that the CL works with this patch, and then land the CL and this.

Updated to expect failure (just check loading as a Blob doesn't crash the
renderer) when responseType is set to "blob"

Hmm, inspector/network/network-status-non-http.html got outdated while it has
been skipped. I need to update its XPath argument to extract network log values.

I'd like to postpone enabling the test file.
