Fix smooth_gesture_util to adjust the gesture record properly

Fix smooth_gesture_util to adjust the gesture record properly. 
Add unittest that fails crbug/399671 but pass with the fix.

timeline_controller also use this SmoothGesture util. Since the purpose of the
test is checking whether this narrowing behavior works for actual trace data
received from the browser, I think it's fine to put it here.
