Move apps::SizeConstraints to extensions

Move apps/size_constraints.{cc,h} to extensions/browser
Change the namespace from apps to extensions

Does it make sense to move AppWindow related code to extensions/browser?
Perhaps, they should be moved to extensions/shell or a new directory like
extensions/browser/apps?

qq: Aren't we interested in eventually moving other app related code to
extensions?
If so, we might want to rename the directory to something like
extensions/browser/apps/window later.
