I removed the history parameters from CommitNavigationParams, because I am
hoping that we won't need them in the PlzNavigate architecture. If we find they
are still needed, we can reintroduce them later.

How would history work in the PlzNavigate world then? History will move to the
browser, but unknown when. Do we expect to break it while developing
PlzNavigate? If yes, then let's call it out somewhere.

Honestly I am not sure. It would be a lot better if it was in the browser. In
any case all PlzNavigate navigations should go through the browser which should
reduce the back/forward races we currently experience, right? I added a TODO to
maybe move history parameters to one of the structs.
