The ShouldAllow... function has nothing to do with policy so I think a general
name is better.

ShouldAlwaysAllowOrigin is a bit confusing name I think. What is it that is
allowed? From what origins?

Changed the name, hopefully better. (It's media stream content that is allowed
for that origin.)
