Let's put the snoozed out here and put it on a div wrapping the cards. That way
we can avoid duplicating the snooze styling and class in each card.

Instead of ct-failure-card containing different types of cards, I was picturing
that the different card would be a sibling to ct-failure-card and then each card
type would include the buttons via composition. That way, the failure card isn't
littered with stuff that doesn't make sense for it (e.g. ct-cq-latency-card
shouldn't know anything about commitLists).

I think the spirit of this is done now (ct-trooper-card doesn't know anything
about commitLists, neither sub-card type knows about annotations as that's
handled at this level).
