What do you guys think about re-using
file_system_api::GetLastChooseEntryDirectory() here?

Also, do we want file_system_api to default to the desktop dir by default as
well, so the two directory pickers are consistent?

+1 to using the same setting.

If we're going to reuse the setting the default should be the same. I have a
slight preference to defaulting to My Documents but don't feel strongly about
it.
