DevTools: [SSP] fix design glitches in "Insert New Rule"

The patch does the following:
- adds tooltip for the "Insert New Rule" button
- repositions button via absolute positioning
- does not show "via inspector" title in "Insert New Rule" if it's going
to be added in actual stylesheet.

I'm confused. I've checked other tooltips and not found any that have
platform-dependent logic.
On the other side, styles sidebar pane tooltips don't have any. Could you point
me to the code snippets you mean?

Also, I've changed "tooltip" attribute into "title" and changed naming from
"Insert New Rule" into "Insert Style Rule" - that plays
better with the old "Add Style Rule" button. WDYT?
