Move guest policy to M38

Hi Joao,

I put guest mode into the wrong milestone in my earlier CL. We had been having
discussions around whether guest would be in M39 or M38, and it should be in
M38. This CL fixes the policy templates json.

Do you mind getting this merged to 38? The reason is that we generate external
documentation from this file from the current stable release. So it needs to be
merged so that the docs for 38 include this policy.
