Why is the suppressions file passed via the --config argument?

It is passes as the lint executable's --config arg. It configures lint (in our
case to suppress a bunch of warnings). Maybe it would  be better if we had
lint.py use a different name for the arg (like --supression-file or some such)
and we hid the fact that it is passed as --config. Idk.
