Hmm, why are these needed?  It looks like all of the tests that exercise the
credential manager client live in the components code...

These were added to support the TestCredentialManagerClient injection in
ChromeRenderViewTest. There are a few tests that instantiate a RenderView
without instantiating a RenderThread, which means that '::RenderThreadCreated'
is never called, and therefore the client is never created. More on that when we
get to those comments.
