It's annoying, but I think we need to keep a placeholder here, since preferences
will have this enum value stored to disk. If someone adds another (unlikely), it
needs to start at 4 not 3. Probably just ENABLED_COMPONENT_DEPRECATED -
hopefully we don't have to mention it anywhere else.
