Nullify video context provider when there is no harware compositor.

Setting video context provider to NULL after the last compositor releases
hardware. This will set the state back the same as the very beginning: that is,
the state where no compositor has initialized hardware yet.

by racy do you mean TryCreateStreamTextureFactory could be called on blink

I mean TryCreateStreamTextureFactory is not atomic. Hard to reason about if
there are races when there are locks involved. But this is a stopgap solution
anyway that's clearly better than the situation before, that's ok for now...
