Description

Add toolchain hash to buildtools to avoid having more copies of hashes I'll update other places to refer to this version, and then remove the other copies in src/, etc. This is currently a copy of src/build/toolchain_vs2013.hash. R=iannucci@chromium.org BUG=400830 Committed: 33f3e1c
