Create struct in GrDrawState to hold key DrawState data.

Eventually this struct will be used to easily set values for a reduced, optimized drawstate

This is a reduced version of what I plan to fully do with GrDrawState. As of now
this contains no changes in regards to optimizations. However, it adds the
DrawStateInfo struct which I will fully populate later with whatever data
becomes important for optimization.

Part of getting in this stripped down version is to try and establish where
GrDrawState will be heading, so if you add more changes into drawState they
hopefully won't cause more conflicts with the future DrawState.

I'm ok with this but I'd like a better name. I can't think of a way to make it
descriptive but it seems superfluous. I don't think Draw or Info are adding any
value? How about State? Maybe a comment above it saying that it exists so that a
future revision of DrawState can have a second instance of the struct where
optimizations have been applied.
