It doesn't make sense to me that a file in chrome/browser/ui/views should
include chromeos-only files.

Note that chrome/browser/ui/views is compiled on Windows. Does this fail to
compile on Windows?

If you added chromeos to the filename that would make more sense to me. I know
"spoken feedback" is a Chrome OS specific term, but not everyone would know
that.
