[NTP] Adding mathp@chromium.org as owner of NTP-related code

Specifically, the local NTP resources and the C++ code related to serving it (skipping over search and instant stuff).

Since I basically own the bug queue for local NTP, I thought it would make sense

Yeah that makes sense. Please loop other owners in on any changes to the iframe
Javascript or API.
