Stop setting AcceleratedCompositingForVideoEnabled in LayoutTests.

Stop setting AcceleratedCompositingForVideoEnabled in LayoutTests.

This removes the setting entirely since it's always true in production.
Once we stop setting it, we can remove it from blink.
