MacViews: Add stubs for toolkit-views BrowserActionTestUtil functions for Mac

This is part of allowing interactive_ui_tests to compile on MacViews for
initial coverage on the bots (while still using Cocoa UI). That is, the
goal here is to get interactive_ui_tests to link so that other tests can
run (initially).

although it's such a dull CL :).  Maybe we should have an OWNERS file in
c/b/ui/cocoa/extensions but I guess the files there have a long history, whereas
c/b/ui/cocoa/apps (where I'm an owner!) is much newer.

I'll have a closer look at the code to see how familiar it is to me.. I haven't
been doing much in there yet - mostly just apps.
