Update Pica WPR and replace 'pica' benchmark with 'polymer_load.pica'

The polymer_load measurement is one we intend to use for measuring other
Polymer apps loading (e.g., paper-calculator, Topeka).

Hmm, I misidentified what happened here. It appears page_cycler.pica stopped
working and pica.pica started.

Buildbot config change coming up, as I think polymer_load.pica is the right name
going forward.

You're right. But the test list in master.cfg is going away. Now we run
everything that is enabled, so there's no need to update anything. If you just
make this change, it will start reporting to the new name on the dashboard. I'll
file a bug to update the alerts and migrate the old data to the new name.

As far as migrating there are two migrations needed:

page_cycler.pica -> pica.pica (recipe switchover)
pica.cica -> polymer_load.pica (this patch)

Ah, I missed that email, thanks for the pointer.

Now that I understand where we've ended up, everything is clear (and easy!).
Very happy to not have to mess with bot configs.
