  Jim suggested if we could smallest possible change to enable persisting QUIC
server info to disk cache, we could try to land this change in dev/beta.

This is just a quick and dirty fix, right? I think the right fix should be to
set enable_quic_persist_server_info to true somewhere in Chrome (the web
browser).

The plan was to have a TINY fix, that we could merge up into dev/beta and maybe
stable RSN.  Raman will then do a complete cleanup of this code, probably
deleting the option to even *not* persist in a second cl.
