The new message is called sendMessageToBrowser.

This patch incorporates DevToolsFrontendHost::OnDispatchOnInspectorBackend into
DevToolsFrontendHost::OnDispatchOnEmbedder.
They both come from a same DevTools frontend renderer, but use two different
IPCs. There is no need in the second IPC though.
