NaCl docs: Add a list of past design docs

NaCl docs: Add a list of past design docs

I'd like there to be a place where we can list design docs, for
reference.  These are mostly Google Docs, with a couple in other
formats.

This is the start of a list.  There are more docs we could add if we
make them publicly-readable.

You're missing the other 2 index files (see comment, I know it's icky). You'll
also need to add the HTML files from `make chromesite_rst`.

Ah, you mean
chrome/common/extensions/docs/templates/json/chrome_sidenav.json.  I was
wondering where the navigation bar from
https://developer.chrome.com/native-client comes from.

What does _book.yaml get used for?  I can't see anything on
https://developer.chrome.com/native-client that corresponds to that.

I'm not sure, but it's still used in
native_client_sdk/src/doc/_sphinxext/devsite_builder.py and ends up in the
auto-generated pepper docs.

Yes, it was used for devsite. We should remove it.
