The logic here is that if I call create() a second time with hidden == true, it
will not show the window, but the window may already be visible. 

I.e. after doing this:
chrome.app.window.create("window.html", {
  id: "mainwin",
  hidden: false
});
chrome.app.window.create("window.html", {
  id: "mainwin",
  hidden: true
});

the window is visible. Would we want this to actually hide the window?
