The spec (presently) doesn't require this. See
https://www.w3.org/Bugs/Public/show_bug.cgi?id=26413

However, that's because the spec isn't clear on what it does require. Let's sit
on this until we nail down what the spec should say.

If you have an opinion (e.g. to implement this behaviour), mind chiming in on
the bug?
