Migrate WorkItemListTest to use RegistryOverrideManager instead of rolling its own attempt at temp registry keys.

PTAL, don't know what happened to the bots after the rebase, will rebase again
and see if that fixes it. Code is basically the same in any case.

The trybots are building against lkgr, which is r284897. You can use "git cl try
-r 284977" to force them to use jam's disabling as the basis.
