Always return true since we are not ready to swap the geolocation yet.
I'd keep a TODO here, since at some point we'll either:
 - Migrate the geolocation to the new API
 - Don't migrate, thus this code (and the corresponding unreachable code in
aw_contents.cc which) should be deleted. You can add a TODO and point it to the
bug.
