I don't see what code makes sure this CSS file is loaded on Android?  It doesn't
look like adding it here should be sufficient unless there is some string
matching going on?

I believe the GYP rules automatically apply files that end in
Android/Win/Linux/etc if the build is for that platform and exclude others.
